many affordable developments due to their current funding requirements can't support additional debt even if it a 0% interest free loan. Grants are the only option. I also agree that we should move the mid term to year 1-2 to accelerate these improvements.

A narrative is a great idea for 2.5. It encourages the development team to actually think about what they’re doing. It would be great to request this early in the development process…. Though there aren’t necessarily permitting milestones that could be used to trigger the submittal of the narrative
